Consulting Services

SOLUTE Consulting is a recognized industry leader providing consulting services at the Local, State, and Federal levels, as well as to commercial enterprises, for Homeland Security, Emergency Management, and Disaster Preparedness. Company consultants have planned and developed operational aspects of safety and security programs, in addition to defining anti-terrorism/force protection security plans, installations, equipment, methods, and training to improve readiness and defeat criminal activity. SOLUTE also has expertise in cargo security, including experience with International Ship and Port Security (ISPS), the Marine Transportation Security Act (MTSA), and the Customs-Trade Partnership Against Terrorism (C-TPAT) program. Company consultants have worked directly with the Department of Homeland Security (DHS) and its underlying component agencies, including the U.S. Coast Guard (USCG), Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), Federal Emergency Management Agency (FEMA), and the Transportation Safety Administration (TSA). In addition to a wide range of military experience, SOLUTE consultants come from DHS and the first responder community, including former firefighters, and Emergency Medical Technicians (EMTs). These individuals understand the nuances of working directly with the Department of Justice (DoJ), law enforcement, and public safety officials in developing joint policies, developing plans, preventing security and safety incidents, and coordinating responses, should events occur, to ensure customer resiliency.

Working with the State of the USA (SUSA), SOLUTE created a Service Oriented Architecture (SOA) which serves as the nation’s first key indicator platform. The system assembles high-quality measures and data, which can be used to assess the general health of the United States. It is designed to serve Government and nongovernmental organizations, the media, policy makers, business leaders, foundations, scientists, educators and citizens with progress data related to United States industry and conditions. This includes general topics such as interest rates, Gross Domestic Product (GDP), healthcare, immigration, and unemployment, and specialized topics such as defense spending and assets, air and water quality, energy, crime, and international trade.

SOLUTE also worked with the U.S. Navy in emergency and disaster preparedness, helping to stand up a new Command, known as the Task Force Navy Family (TFNF), to define standard operating procedures and best practices for COOP as well as mustering and evacuation of Navy personnel and families in the event of natural or manmade disasters. To learn more about SOLUTE’s work helping to develop Family Needs Assessment surveys that routed tens of thousands of families to their correct support organizations following the 2005 Gulf Coast hurricane season, read our case study.

Based on the lessons learned from these hurricanes, SOLUTE created a Functional Plan and training regime for the TFNF, which has since been adopted by the Northern Command (NORTHCOM) for use across all military Services for general mustering and evacuation protocols.
